A CoS is a unique reference number you create and assign to a worker using the SMS. It is not a physical document but a database record that the worker needs to make their visa application.
You must report certain activities within 10 working days, including if a worker is absent for more than 10 consecutive days without permission, if they leave their job, or if their job details (like salary or duties) change significantly.
A Level 1 user has full access to all SMS functions: assigning CoS, reporting all migrant activity, managing licence details, and viewing UKVI communications. A Level 2 user has restricted access: they can create and assign CoS and can report migrant activity – but only on CoS they have personally created and assigned. They cannot access broader licence management functions, view UKVI messages, or report on another user’s CoS. At least one Level 1 user must always be a settled worker.
